Will Dutch Gambling Legislation be EU Proof?
Will Dutch gambling legislation be EU proof when the long-awaited remote gaming bill will finally be enacted? The proposed differential treatment of online and offline gaming (lotteries and land-based betting) casts doubt on that ambition.
“The open system for online licenses makes it difficult to maintain a still partially closed system for offline gambling,” Wim van der Duin observes.
Opening of Lottery Market Shakes up Dutch Philanthropy
Magazine De Dikke Blauwe listed the eight most remarkable trends in Dutch philanthropy of 2016. Trend #7: thanks to the opening of the Dutch charity lottery market to new entrants, more charities and good causes will have recourse to lottery funding.

Class action Claimant Loterijverlies under Parliamentary Scrutiny
MP Mei Li Vos (PvdA) has been inquiring into the legality of the business practices of Ferry Roet, the controversial founder of “Stichting Loterijverlies.”
Although Roet’s original suit against Staatsloterij (now: Nederlandse Loterij), accusing the latter organization of “misleading advertising practices,” appears to have had some merit, it has become increasingly clear that, realistically speaking, Roet’s personal involvement in the proceedings is all but finished.
Postcode Loterij Taken to Court
If players have insufficient funds in their bank accounts to pay for their lottery subscription, Postcode Loterij will still debit their accounts at a later date – except when players would have actually won a prize. In that case, “winning” subscribers – as opposed to subscribers living in areas with a losing zip code – are deemed to have not participated in the draw at all.
One such unfortunate punter has now decided to take the Dutch lottery operator to court.

Norway to Stick with Monopoly Model
Following a government-led investigation, Norway has decided against introducing a licensing model for private operators over concerns it would lead to aggressive marketing and increased gambling addictions.

“Our conclusion is that an exclusive rights model is still more responsible than a license model, despite the fact that there is some leakage of players to unregulated foreign players,” culture minister, Linda Helleland, said.
Toto Scraps Payout Commission
Toto, the sports betting brand of Nederlandse Loterij, has decided to scrap its payout commission to retailers. Instead, the operator will increase its sale commission with 1.4% to a total of 7.5%.
Despite the increase in sale commission, total earnings for retailers will decrease, a spokesperson of Nederlandse Loterij admitted.
The measure is meant to create more room for product development and increased player payouts, which Nederlandse Loterij considers necessary to preserve its market position in sports betting ahead of the expected opening of the Dutch online market.
